Talon's passive

Many times in a game I'll be playing Talon, get three stacks of his passive on a champion, auto attack them and the passive doesn't proc.

That bug aside, a way to make Talon a better champion without buffing him? Make his Q a double strike (think Shyvana's Q) with a cool little X-slash effect, that procs his passive if there are three stacks on the target. Too many times have I jumped on them with Q for the third stack of his passive only for the following auto attack to NOT proc it, or the target is moving too fast and it's literally impossible for me to attack them following the Q.
