Is this just happening to me, or is the client actually garbage?

So, this could be a bug so I'm going to put it in the bug section, but does the riot client stop working for other people too? All the time the shop just breaks and I can't buy champions, skins, or anything. I can't even look at the skins I bought outside of champion select because the store breaks. Today, for example, I've been trying to buy some dang IP to gift my friend Spectral Fiddlesticks (he wants it because it's so bright it's annoying) but the shop is broken. I've restarted my client over 10 times, and even restarted my computer, but the shop just DOESN'T work. Is this a bug or is it a common problem and do Riot actually need a new client?

update: 4 days later and my store still doesn't work...
