Experiencing high amounts of lag on a regular basis.

To start off this isn't going to be one of those "I lose so much because i lag" threads. It's more so that I'm lagging at random times through out the game and relatively often. I didn't have any problems before the current patch but now even in a bot game I'm getting lag. My ping is around 40-60 and my FPS are at a stable 60 FPS yet I'm getting HORRENDOUS lag spikes. It's not so much stutter lag as it is.. well for example I use rake and ulti with talon and he performs it seconds later.. Like I said I don't think it's my connection because my ping is relatively low and it's been performing the same whether im on or off of skype/youtube/team speak. I tried playing a bot game to test what's making me lag and I just can't figure it out. I wasn't sure if it's just me? Everyone? Just NA? Also, I apologize if I put this on the wrong board.. but I assumed that lag was unintended and if being caused by something then it then qualifies as a bug? If anyone else has any tips or any similar experiences like this let me know and thanks for your time! :)
