Karthus passive bug? Can't Q for a time after death.

EDIT: confirmed, the Q won't work as it should.

I don't know if it is intentional or not, but I main Karthus and short after the visual update I noticed that there is a gap of time where I can't Q after I die. Before the VU I could Q instantly. Now, sometimes, not always, I can't for a second which makes the difference between a double kill and no kills. Could you please check on that?

I am checking in custom games, dying to a turret and I can Q just fine. I would need to check if that happens if I die to a stun skill, for example.

Usually it's your 2nd Q during passive being heavily delayed. They won't acknowledge it for some reason. ):
