[Gameplay] Garen Silence Causes Weird Passive Ability Animation

Okay so what happens is when you play Nautilus and try to use your E in the middle of Garen's silence the E ability icon gets that weird animation to show it is a passive ability (the two spinning balls like appear for Teemo's E, his poison darts). This seems to lengthen the silence where I still can't use Nautilus E as long as the passive animation is still up but I can use my other abilities when the silence is over. I've only noticed this with Nautilus's E but there was someone else on my team who claimed it happened to them as well as a different champion but I don't remember which champion, sorry. :( This has occurred in multiple instances in different games.
