Yasuo's windwall blocks projectiles, and the way projectiles are coded in this game is basically anything that has a travel time, or takes time to reach it's maximum distance. Velkoz's ultimate does not have a travel time; it reaches it's maximum instantaneously, therefore it will not be blocked by Yasuo's windwall.

It doesn't feel right to socially punish the search for knowledge.

Speaking of Forum Ettiquette, he's not posting in an appropriate section, he obviously didn't read any of the rules, guidelines, or other materials, and not least of all, is asking something he could have easily googled himself, among other things.
On forums, the consequences for this would be far more severe than just some downvotes, when this is what downvotes are for anyway.
