No, it's not a bug. Yasuo's windwall blocks projectiles, and the way projectiles are coded in this game is basically anything that has a travel time, or takes time to reach it's maximum distance. Velkoz's ultimate does not have a travel time; it reaches it's maximum instantaneously, therefore it will not be blocked by Yasuo's windwall.

It doesn't feel right to socially punish the search for knowledge.

The learnbeam has no travel time and therefore is not treated as a projectile by Yasuo's Wind Wall.

Vel'koz's ultimate isn't a projectile.
