[Preseason Bugs] Tower shields still a problem.

Minions STILL bypass shields on towers. Is this intended?

Repro steps:

a) Go into a game (custom or not) b) Get to secondary turrets, the ones with shields, but don't attack it. c) Watch minions kill the tower without harming the shield.
