champ select on pbe siezes up pbe

apparently champ select has started siezing up on the pbe for me. i don't have a toaster. the only thing in my rig that is dated is my gtx 960. i have 16 gb of ram and a ryzen 5 2600. i know we currently have a bug where the game wont load up but now it wont even let select a champion. is this also widespread and can i fix.
