[GAMEPLAY] huge DISTORSION BUG

hello ,so i played in 5.22 ,bought lucidity boots ,having 10% summoner spells reduction ,so i had heal on 216 s CD and flash on 270 so i bought distorsion enchant on boots which supposed to give 15% addition cooldown lower on summoner spells

but my summoner spells turned heal from 216 >240 S flash from 270 > 330 s

instantly spammed undo.
