I could be wrong, but the shield itself is not at all increased on allies. Yes this does count as a shield as it is labeled as a shield in the tool-tip.

The Windspeakers "shield" only applies to shields that are shield mechanically, not by verbiage. So shields that grant the classic shield effect of temporary HP. Galio's provides a defensive buff, so isn't classed as a mechanic-based "shield".
