[GAMEPLAY] Normal matchmaking isn't working correctly

Repro rate is about 75% and it's pretty easy to reproduce:

1. Queue for a normal game
2. Wait for game to start and look up teams
3. Notice that the enemy team is a 5-man Diamond premade
4. Notice that your team is a random assortment of Silver, Gold, and Platinum players
