5 custom rune pages vs. 2?

Was talking with a friend and found out they only have 2 custom rune pages (their account is lv.34) when my account (lv.54) as 5 custom rune pages. Not sure if this is a bug or not, but I was under the impression everything about runes was unlocked once you hit lv.30

Can I get clarification if this is a bug of not?

Edit: I appreciate the responses guys! I honestly didn't know you could buy rune pages anymore, so that's great to know

You get the same # of rune pages as before the Runes Reforged update. I only have 2 pages because that's all I had with the old system.

What he said. You can still purchase additional rune pages to customize if you want.

2 editable rune pages is what you get if you haven't bought any before/after the reforged change. Then there's a handful of preset pages you have access to but can't edit.
