Garen passive is stopped by frozen heart AURA and tryndamere mocking blow W

tryndamere with W doesnt do dmg ,but slows and reduces dmg ,yet it puts garen passive on full cd ,frozen heart negates garen passive just by staying close

why,just why?

his passive says ,it gets stopped whenever taking dmg not debuffs
