I think it's like that to fix abuse cases. Imagine if yorick had something like that where no matter when he killed someone while the ult was up he got the cd reduced. You could in theory get 100% cdr since it's such a long duration. Annie is the same way since her ult is such a long duration it's no longer whoever dies in this particular instance, it becomes who dies to Annie in the next like 20 seconds.
I think it's intended and it helps to balance the ults that can get super low cd.
