Can't start game with two?

I was trying to make a custom game with a friend of a friend who could use some instruction, but for some reason people were dropping in... So I remade the room and for three tries I couldn't get it to work. Hell, even setting it to one person per team didn't make it so I could start the game. Why might this be happening?
