Why new champ select allow you to pick free to play champ in ranked?

Its not that you can actually pick a champ u don't own, but u are allow to pick free to play champs when you queue up, so your team will see that you prefer to play a champion which you don't own.

not sure if it's a major issue but it might cause problems so i wanna report it.
