Bug in champion select

I picked my champ but did not lock-in yet. I was picking summoner spells when the clock ran out, and champ select exited. I assumed somebody else quit, but noticed I wasn't auto-queued. When I tried to queue, it had me in a time penalty for leaving the last game.

Nice. Time and ELO penalties because you've got bugs in your client.
