Would this be considered a bug
I'm Bronze IV, but I still have a silver trim around my summoner slide in the loading screen. I'm also still being matched with Silver and Gold players in ranked matches.

I'm looking through your match history and pretty much everyone you've played with/against is bronze or is currently unranked this season.
Just because you drop a tier, doesn't mean they revoke your border. The only time ranked rewards are removed is if you cheated.
Not a bug, this is normal. The trim displayed is where a player was ranked the previous season. You'll have that silver trim the entire season, whether you end up in Bronze or Challenger.
