Red exclamation marks on secondary runes

This bug has been happening for several patches now (can't remember exactly when it started). I pick a rune page I've previously used and the secondary runes are just red exclamation marks. When I try to select them again it doesn't let me. If I change my secondary runes to a different tree (domination instead of sorcery for example) and then change back it usually fixes the problem.

In my last game I had conqueror, triumph, alacrity, and coup de grace as primary runes and celerity and gathering storm as secondary runes. The bug seems to happen with this rune page quite often (can't remember if it happens with other runes too but I believe it does).
