I play this game pretty much every day and have never gotten so much as a chat restriction, so is the system not working or am I on some kind of secret Riot black list or what? It's been long enough that I'm legitimately concerned.
I have the opposite problem now, plenty of keys and no chests.
RNG be a bitch.
Sadly this is a feature, not a bug.
Your month should be resetting soon since this month is almost up and then you should get keys more often.
im overloaded with chests and I get few keys..

The more fragments that you get, the less likely a fragment is to drop. I believe it lowers your percentage chance of finding one per key you have acquired. I believe they said it might restart each season, but that wasn't confirmed or addressed very thoroughly. I have noticed that it seems like the drop rates vary from game mode to game mode. I don't know if that's actually true, but it does seem like it to me.
I get maybe one in 6 to 10 games...not easy to get but not impossible. It's something free riot is doing...they can make the drop rate really rare if they want...all in all be thankful you have the chance to get skins or champions for absolutely nothing other then playing games
