Spear of Shojin does not work with Reksai Ult (her ult has a lot of bugs)

Next basic attack suppose to give 50% attack speed and 20% refunds on non Ult abilities for each auto attack

Go to the test tool and Q beam a Dummy then Ult it and auto attack it

Result

No attack speed boost, no 20% refund, SoS does not show any CD on it.

Bugged

This is probably the same bug that makes Presence of Mind not proc on her Ult ether.
