Can't Use Hotkeys

This has been going on for over a year now. It happens often enough to be annoying, but it's not consistent enough that I can identify the cause. About once a month or two, I will load into a game and not be able to use any hotekys. None of them. Nothing on my keyboard works. Mind you my keyboard still works just fine. But I can't use abilities. I can't press P to open shop. I can't ping. I can still move and auto attack just fine.

If I exit the game and instantly reconnect, it usually resolves the issue.
