Hot Key bug

This bug has been in the game for years and doesn't seem to be affected by whether I alt+tab or not. Get in the game and hot keys are not responsive. I have to reload the game more than once to reset it so they start working again. And this seriously puts me behind, I lose 90%+ of my games when this bug occurs.
