[GAMEPLAY] Azir Soldiers performing attack particles without animation, no damage

Occasionally, when Azir is near the end of his range for the soldiers, commanding an attack will offer the particles, but no animation. They will be in their ready animation, but no thrusts will happen. Just particles. This results in 0 damage to the target.

Repro Steps:

1. Go into lane with Azir
2. When minions spawn, spawn a soldier near the minions.
3. Walk back so that the edge of the range for their ready stance is nearby the soldier.
4. Attempt to attack a minon nearby.

Likelyhood of Occurance I found less vision made it happen more frequently, but hard to say if it had any real effect. I also noticed that this happened more often on minions.
