Often OP.GG doesn't correctly load a persons page until it is refreshed by someone. So that person hasn't been refreshed since they were level 19, if you look them up now they are indeed level 30. You can't even queue up for a Ranked Game until you are level 30, it doesn't allow you.
How is that broken at all? The level 19 person, if that's what you are referring too is most defintely level 30 as OP.GG didn't fetch their data correctly since the last time that person updated (this is also being since you CANNOT PLAY IN RANKED TILL LEVEL 30).
