PBE can't buy 1BE skins that are on a 45% discount

I show you what happens if you go to buy in this case the pillow guardian lulu and already own star guardian lulu. it won't give you the 1 BE option and if you try to only buy it through the skin selection on the character profile you get this message. would figure it's the lulu skin as the literal only one of those I want to try...
