Portential normal draft bug?

Ive tried playing all of 2 normal draft matches thus far on my account. I was quite reasonably excited once I unlocked the game mode because I would be able to play my preferred role(s) every match instead of dealing with the nonsense of instantly having to type the role I want in blind pick the second I load into champ select.

Now let me start by pointing out that I am not even level 30 yet, so keep that in mind.

Anyways, the first match I played I believe I was in queue for about 15-20 minutes with mid/top as my selected roles. I get to the match loading screen and much to my surprise, all of my teammates have gold/plat/diamond boarders! I was pretty shocked that the system would put me in a game with such experienced players, especially considering a newer player is such a liability in a game with players of that caliber. But I brushed that off as me having been in the queue for so long and maybe it was just a fluke or a really slow day in LoL or whatever.

So my second game I decide to queue as fill, to try to avoid the 15-20 minute queue time. I get a game in like 3-5 minutes and yet once again, I find myself surrounded by players that are WAY out of my league (gold/plat/diamond boarders again). Im really at a loss for whats going on here, because this time I wasn't even in the queue for very long!

Im not really sure if this is a bug or not, but I have to say if this is the means by which the system is intended to function then there is something seriously wrong with the system. Its completely unfair to throw me (or any newer player) into a match with players of that skill level. It tilts me, it tilts my teammates, and it just makes for a really aggravating gaming experience because I just end up getting destroyed.

At the very least I feel I should be getting queued with sub-30 players until I reach 30 myself.
