(Repost) Sivir's Ricochets don't apply Elder Dragon's burn damage on enemies. Is this intended?

Yeah this is a repost because I couldn't tell if Sivir's W 'weirdness' of not applying on-hits nor spell effects is something that was coded specifically or isn't intended. Personally, I think Sivir's Ricochets are coded as a pure DoT (Like Cassiopeia andMalzahar 's DoTs, but after they cast the spell/ after the first hit) which causes it to look buggy.

Other examples: Thunderlord's Decree stacks are not added Deathfire Touch isn't applied at all, not even as a DoT. item 3071 stacks ARE applied. item 3116 and item 3151 don't work. item 3812 and item 3146 have 33% efficiency (Work as intended) item 3085 and item 3124 do not cause Sivir to throw more Ricochets at once. item 3123 and item 3033 's Grievous Wounds passive IS applied. Spellshields are not affected.

Black Cleaver, Death's Dance, and Executioner's only needs physical damage and Gunblade only needs any damage, so they're not on-hits. The others need on-hits and Sivir's ricochet would likely be akin to Katarina's Bouncing Blades but on attack. Elder dragon buff says on-damage though so I would think it should count.

So i love doing mid lane Sivir and the number one thing that pisses me off is the ricochet doesnt apply a single stack of thunderlords. Just one stack and a ricochet into boomerang blade both hits would be so nice and would literally one shot people with my armor pen sivir mid build :C
