Karma's W Bug against Mordekaiser-Controlled Dragon

Karma normally is able to throw her W on the living Dragon. I noticed in a recent game that Karma is unable to place her W on a Mordekaiser-Controlled Dragon. Was this intentional or is this a bug?

omg how are people asking this,it is neither a champion or a monster it is a pet,Karma can't tether Tibbers either.
