[GAMEPLAY] Warmog's passive doesn't trigger at 2750, but at greater then 2750

Steps to reproduce:

• Get maximum health to precisely 2750
• Take damage
• Observe passive doesn't trigger
• Go buy a kindle gem, watch passive trigger

Likely problem: Warmogs is coded to only trigger on strictly greater then 2750, rather then greater then or equal to.

Since the tool-tip is written as "if you have at least 2750..." it seems to imply that getting 2750 precisely is all it would take to trigger.

I know it's probably a really low priority bug to fix, I just happened to build Velkoz in ARAM to hit 2750 with Warmogs then realized the passive didn't trigger until I had more health.
