Ashe Focus Stack Bug

I was playing a custom game, testing the new Ashe

If you have five stacks of focus and auto attack a tower, the focus stacks refresh

If you have no stacks of focus and auto attack the tower, you do not gain focus

I assume as you are supposed to gain focus when frost shot is applied this is a bug as towers should probably not get frost shot applied.

The bug likely stems from the change ( a while back) that prevented things like sona powerchords from being wasted on towers, but given how it is interacting with Ashe, you may want to recode part of that.
