Is Fizz Supposed To Be Able To Jump Through Veigar's E?

Maybe not a bug but seeing him jump through the stun just looks odd. He's also not being "targeted" so him being untargetable shouldn't just allow him through. Or maybe it is and I'm wrong. It just seems like a grey area. It's also not a blink so it's either a bug or being untargetable allows you through the stun. Just some clarification would be nice, not saying he should or shouldn't be able to jump through it.
