Why does Xin's ult block Brand's dot ticks?

The way it works is if the enemy is not in the circle of zins ult then the enemy will not do any damage to xin, same thing with tibbers, if tibbers is in the circle without annie tibbers will not do any damage, even if annie is dead tibbers will not do any damage unless annies body is in xin's circle
its just coded stupid. If you do some kind of delayed damage then leave the circle, i feel like that should work. Zed ult on him is a joke lol.
With a spell text of "Xin Zhao has increased Awareness and will completely block damage from enemies that are far away.", it wouldn't make sense to not completely block damage from a champion outside of the circle. It makes about as much sense as a shield not blocking damage from Brand passive or Malzahar herpes if they were applied before a shield was put on you.
Cause that's how it works thus making this not a bug.
The real question is why does Kayn's ulti COMPLETLY negate all dmg from blaze? Like he doesnt take any dmg if he has 3 stacks of blaze on him and he ults someone. Shouldnt he still take dmg?
Pls some1 check out this thread and tell me cos i think this is a bug.
