Playing in Slow Motion

Everything is in slow motion. Chat works normally, its just everything in-game is running slowly. Perfect connection, all the setting are normal, and FPS is 60. Please help.

uhh a game can not be in slow motion by having framerate above 60 fps... not that i have heard or experienced
