should fully apply rilay slow and spellvamp not 33% but 100 image xin Q healing for 33% of total lifesteal ,you have 10% lifesteal ax xin and would heal 3.3% ?COOL ? nope

please fix,morde q isnt aoe since his rework so if its single target make him good user of spellvamp and make it work normally i know its overlooked because he is a low popularity champ

You could argue that Mordekaiser's Q can be applied to multiple champions. It isn't an AOE in that it has an Area of effect, but in that it is not single target.

This is the best explanation I can come up with for it.

It was special cased because when he was being tested on PBE before 5.16, he was full healing from spell vamp on the third Q.
