Corrupting Potion Bug

So I noticed this a few days ago and I thought it would be fixed by this patch but it isn't. Basically, whenever I played Ekko mid and use C Pot it did the NEW thing (where it instantly gives you half of the effect and slowly gives you the rest) but whenever I play Fiora top and use it, it does the OLD thing (where it just slowly gives you the mana and hp back). Idk which one is real or not and its probably bugged but please take a look at it.

Did you have the one Inspiration rune where you get 50% of the potion effect immediately and the rest over time while getting a MS boost? I cant remember what it was called I think it was Time Warp Tonic or something like that.
