Scavenger Smite Does Not Work

I've played about 4 games now different jungles and tried the scavenger smite item passive for jungle items

I've tried smiting every jungle creep with it. Last hitting the jungle creep with it. Not last hitting the jungle creep and killing the jungle creep. I've tried everything I can think of with this passive and it NEVER halves the smite timer.

It only works in the enemy jungle, has no additional effects if you smite camps on your teams side.
