Not sure if a bug

Okay so this has happened to me twice. Me and my friend decided to play a Dominion match on PvP but instead were met with a number of bots (both on our team and the enemy team) however we queued up in PvP. Now we went into an ARAM match and the same thing happened. What's weird is that these "bots" had actual usernames. Is this some sort of bug or is it actually a thing?

just bots people make to get to lvl 30, they are not official bots.

Most of them are people who have bots getting them to level 30 so that they either don't have to do it themselves or so that they get the referral rewards
