[GAMEPLAY] In-Game Tooltip for Windspeaker's Blessing is COMPLETELY incorrect and misleading.

Type of Bug: In-Game Tooltip

Description: In-Game tooltip for Windspeaker's Blessing is COMPLETELY incorrect in English, and I am referring to when you mouse over it in-game when you press Tab. It says it ONLY affects your heals and shields on allies by 10%, whereas in the CLIENT it says your own heals are increased by 10% and allied shields and heals are 15%. This is a huge difference. People are not taking the mastery because they think it doesn't work on their own heals, which is actually does.

Steps to reproduce: Take Windspeaker's Blessing mastery. Read the client tooltip. Go in-game. Press Tab. Mouse over your Windspeaker's Blessing mastery. See how grossly different it is and confusing.

Expected result: Tooltips in-game and in-client are the same.

Observed result: Tooltips are different and confusing.

Reproduction rate: 10/10 would read again.
