ARAM fountain kill Icon looks like a pixelated mess

Today when i saw somebody killing themselves on the enemy fountain in ARAM some kind of colorful mess of icon popped up on kill bar, i couldn't take a screenshot in time due to my surprise of how messy it looked

is that normal?
