Client freezing in champion select

YES iam playing on low spec mode YES i have restarted the client / turn my whole computer off

and its still doing this crap and can you please for the love of god make it so i dont lose LP / get a dodge penalty because YOUR NEW and shiny client cant work properly. Shit freezes then suddenly it says i "dodged"
