Karthus's Lay Waste not going off on repetitive casts and recall sound is global.

Recently I've noticed two glaring bugs with Karthus, one being that his Lay Waste is finnicky about going off at times and that his recall sound/animation (turning the pages of his book) is now a global sound effect.

About Lay Waste - I've noticed that it sometimes doesn't go off when you're doing repetitive casting, and this becomes a bit of a problem during teamfights when you're constantly casting it. In addition when he is "dead" his Q also tends to not go off pretty frequently.

The backing thing is an obvious bug that came about recently where everyone in the match can hear Karthus turning the pages of his book when he recalls.
