Revitalize doesn't work on Dr. Mundo

I've just gone into a custom game, tested R when >40% HP as well as when below this threshold (<40% HP) and the regeneration from ultimate doesn't get changed (in my testing 61 HP per tick). Here are the screenshots: >40% HP and <40% HP.
