Clash tier bugged?

We are currently creating a clash team and we found a weird thing. My friend D35C which is both gold in soloQ and in flex is considered tier 1, while my other friends It Is Tsuna and iWiliiam are respectively plat 3 and plat 5 and considered tier 2. I don't think this makes any sense. As a result our team is considered tier 1, while we have :

plat 1 ( plat 2 in flex ) : considered tier 1
plat 3 ( plat 5 in flex ) : considered tier 2
plat 5 ( gold 2 in flex ) : considered tier 2
gold 2 ( gold 3 in flex ) : considered tier 1 (???)
gold 5 ( silver 4 in flex ) : considered tier 4

Is this normal?

No, it's bugged. I have in my team p3 account and it says its tier 1 - it should be tier2 and g1 account - placed in tier2, should be tier3. I hope riot will fix it

we had the same problem. One player (silver 4 is considered tier 2). I asked the support and that was his answer(which doesnt make any sense to me...):

Well, Clash uses additional factors beyond just the Ranking when determining the Tier. This is because Clash is a highly competitive team mode, and additional factors affect skill here differently than in Solo/Flex.
