Cannot 'roll' Beemo in crafting

To start with some context, i own every skin you can buy (get through crafting), and the way ive been keeping up with it has been mass stocking skin shards. So with that explanation, i have used 6 shards to roll for Beemo and i have not gotten the skin. Surely a bug. (Which is rather ironic)
