Mordekaiser missing dragons on ally kill and W is broke

Wow this patch WRECKED mordekaiser.

First off: Mordekaiser for some reason randomly doesn't get Dragons from assists anymore. You can even see this bug in the Midseason spotlight!

Mordekaiser smacks it, but he doesn't get a dragon like he should.

Second: Mordekaiser's W is completely broken, It is not targeting properly. If I were to cast it on a minion it would instead cast it to a random champion. If I were to cast it on a champion it'll cast it on a different closer champion for some reason.
