My buddy tested this in practice tool to confirm. Pretty sure the extra bolts aren't supposed to apply on hit anymore right?

they never changed it to not apply oh-hits. How did you ever think they changed it to not apply on-hits? The only change they did to it kind of recently was when they made it so 
can't stack her passive with it anymore.
It's not helpful when you say "He confirmed it" and don't tell us what he did. Runaan's was working just fine with ardent censer yesterday for me.
Several patches ago, they removed on hit effects from the extra bolts, and then compensated with a 20% bonus AD ratio increase.
