League randomly crashes and then caps at 30fps

Already tried the steps here: https://support.riotgames.com/hc/en-us/articles/201761974-Bug-Splat-and-Game-Crashes

Doesn't matter what I'm doing, my league will crash randomly, no concrete reproducible steps.

The 30 fps cap will persists through games, so far the only fix has been restarting my cpu and hope it doesn't crash again.
