Vi's [Q] goes on CD if you use Flash

Before 4.21: You could charge 's Vault Breaker and use to close more distance.

After 4.21: Now it will go on CD when using while charging. I can't tell if it treats it like a refunded [Q] or not (don't think so), so someone please confirm this.

Huge nerf.

Should be fixed/reverted.
