Fizz Q's when silenced buf

Currently Fizz can still use his Q even though he is silenced. Can you please fix this riot, Fizz is already hard enough to pin down with all his mobility, but the fact that he can still use his Q away WHILE SILENCED is just stupid. Fizz gets slienced by giant aoe soraka silence, Fizz uses Q WHILE SILENCED, Fizz lives because he can use his high mobility while silenced. Please fix this riot
